Shanghai municipal government issued Huangpu District SME loan interest-subsidy rules. From Jan. 1, 2026, loans disbursed via the Waitan Rongyixing Huangpu financing credit service platform will be subject to limits: science-and-technology single-borrower loans capped at CNY20m, other single-borrower loans capped at CNY10m; maximum tenor one year. Interest subsidies equal up to 50% of the actual loan rate; the portion of the rate above the one-year LPR is excluded from subsidy calculation. Annual interest-subsidy per borrower capped at CNY200,000.
