YONHAP on the 4th reported preliminary counts show the ruling Democratic Party has locked in victory in the 9th local elections held on the 3rd, winning or leading in 13 of 16 provincial governor and metropolitan mayor races, including Gyeonggi and Incheon. The main opposition People Power Party is likely to take only Daegu, North Gyeongsang and South Gyeongsang. In 14 parliamentary by-elections, Democratic candidates are leading in the majority of districts.
